Ellen Corley, born in Georgia and a progressive Democratic candidate for Illinois’s 5th Congressional District, brings four decades of real-world experience to a campaign built on one core conviction: The hidden machinery of corruption - inside government, finance, and media - must be exposed and dismantled before it destroys what remains of American democracy.

A former high school teacher turned marketing research consultant with an M.B.A. from the University of Illinois at Chicago, Corley entered public life in 2008 when the financial crisis caused many families to lose their homes. People's ruin ignited a decade-long investigation into police brutality, wrongful convictions, and the flow of dark money that shields both. From organizing with the Chicago Alliance for Racist Political Repression to testifying at City Hall on civilian oversight of the police, she has earned a reputation as the district’s most relentless voice for the exonerated and the erased.

Corley’s platform is unapologetically systemic. She calls for:

  • Criminal justice overhaul that ends cash bail, abolishes private prisons, and re-directs federal dollars from militarized policing to restorative justice and mental health courts.
  • Medicare for All funded by closing the carried-interest loophole and taxing algorithmic trades that skim billions from working families.
  • Election reform that outlaws SuperPACs, mandates paper ballots, and makes Election Day a federal holiday.

She has supported police accountability for withholding torture files, who has marched with Jon Burge survivors, and who refuses corporate PAC money on principle. Her volunteers - former students, exonerated citizens, and grandmothers from Jefferson Park - knock doors with a simple question: “When was the last time your congressman fought for you instead of the donor class?”

In a district that stretches from Lake Zurich, Illinois, to million-dollar condos, to blocks still scarred by foreclosure, Corley is running to prove that government can be a solution for the many, not a shield for the few. Her slogan is borrowed from the wrongfully convicted men she has stood beside for fifteen years: “Equal rights aren’t equal until they’re enforced.”

  1. END CORRUPTION; AND FUND THE PEOPLE, NOT THE MILITARY
    Fight and prosecute deception and fraud, corruption, and abuse of power (especially by police, military, and government officials). Improve spending on education, health, social programs, and modernizing our infrastructure, by reducing U.S. military spending.

  2. ACHIEVE RADICAL TRANSPARENCY AND PROSECUTE STATE CRIMES
    De-classify state secrets. Restore and reform our democratic republic by achieving transparency into all government agencies and all firms contracting with government.

  3. RELEASE FILES ON ASSASSINATIONS, EPSTEIN, MAXWELLS, AND P.R.O.M.I.S.
    Support efforts to demand independent citizen investigations into the Jeffrey Epstein scandal, the affairs of Ghislaine and Robert Maxwell (including the PROMIS surveillance software theft scandal) and the John F. Kennedy assassination, while calling for the release of all relevant files. De-classify all files regarding the assassinations of Robert F. Kennedy, Dr. Martin Luther King, Jr., Malcolm X, John Lennon, Jimmy Hoffa, Tupac Shakur, Notorious B.I.G., and others. Demand thorough investigations of Operation Paperclip, Nazis at N.A.S.A., and the C.I.A.’s MK-ULTRA Program.

  4. PROTECT CIVIL LIBERTIES AND HUMAN RIGHTS
    Restore and enforce the U.S. Bill of Rights (especially the freedom of speech), enforce the Universal Declaration of Human Rights in the United States, and restore civic literacy to assure that our rights are not forgotten. Restore the dignity of ex-offenders and ex-convicts by reforming the criminal justice system to focus on rehabilitation, restorative justice, education, and teaching living and job skills, rather than punishment and “incapacitation”.

  5. ACHIEVE JUDICIAL OVERSIGHT
    Stop allowing government officials to hide crime by claiming it is protected under “national security” or “state sovereignty”. Obtain oversight over the U.S. Justice Department by restoring power of the Independent Special Prosecutor to prosecute elected officials. Strengthen the power of the Department of Justice’s Office of Professional Responsibility to enforce laws against judicial misconduct. Combat bribery – especially judicial bribery – by enforcing laws against honest services fraud. Expand and broaden laws against honest services fraud, by enforcing Justice Department administrative law. Allow these laws to hold the president - and other executive branch appointees - guilty of treason, and high crimes and misdemeanors, without the need for an individual trial. Advocate for the establishment of similar laws in foreign countries and at the international (i.e., United Nations) level, and allow such laws to prosecute violations of universal human rights – i.e., crimes against humanity – and fraud.

  6. PROSECUTE THE PROSECUTORS
    Allow for prosecutors to be prosecuted, more easily, for committing malicious prosecution and fraudulent legal representation, by advocating for the overturning of Imbler v. Pachtman. Amend the Eleventh Amendment in a way that would end the overreach of prosecutorial discretion and immunity, revoking immunity from prosecution from police, military, prosecutors, other government officials, and corporate entities.

  7. REFORM BUSINESS by BREAKING-UP MONOPOLIES and PROSECUTING ORGANIZED CRIME; outside the government as well as inside. Use – and expand – the Sherman Antitrust Act of 1890, to abolish monopolies in government and business alike. Strengthen the Organized Crime Control Act of 1970, and the Racketeer Influenced and Corrupt Organizations Act (R.I.C.O.) which is part of that act. Expose the fascist plot to take over America with their New World Order / Invisible Empire / Fourth Reich by promoting their false “supply-side” economic theory.

  8. RE-EVALUATE DEFINITIONS of TOTALITARIAN REGIMES in CIVIL RIGHTS LAWS, and END THE COLD WAR
    Update civil rights laws with modern definitions of totalitarian regimes, while ending the War on Communism. Restore the House Un-American Activities Committee to its original goal of removing Nazis and other totalitarians from government and from negotiating on behalf of government workers. Re-evaluate diplomatic relations with Germany. Resume de-Nazification efforts in order to conduct legitimate investigations of Nazi, neo-Nazi, and other fascist infiltration into U.S. government. Investigate and release files regarding Operation Paperclip, and investigate the hiring of Wernher von Braun and other Nazis at N.A.S.A.. Divest from any and all still-existing U.S. companies that collaborated with the Nazis, and use the R.I.C.O. Act to prosecute all such companies necessary. Repeal or amend the 1995 National Security Revitalization Act which allows three-fifths of all U.S. funding of the United Nations to go to the North Atlantic Treaty Organization (N.A.T.O.). military alliance.

  9. DEFEAT THE DEEP STATE
    Dismantle the F.B.I., the C.I.A., and the N.S.A. (National Security Agency). Repeal the 2015 U.S.A. Freedom Act (which replaced the 2001 U.S.A. P.A.T.R.I.O.T. Act). Pursue the passage of legislation which would order a review of the continued existence of the seventeen intelligence agencies which operate under the purview of the U.S. federal government. Explore options to audit the set of states of national emergency to determine whether any of them should be ended.

  10. END MASS-SCALE DOMESTIC SURVEILLANCE
    Investigate thieves, leakers, and illegal modifiers of P.R.O.M.I.S., Ptech, P.R.I.S.M., Pegasus, Systematics, Palantir, and other domestic surveillance technology; and thoroughly investigate possible murders of investigators, researchers, and leakers of those technologies. Expose the theft of P.R.O.M.I.S. from Inslaw and the U.S. Justice Department, by Rafi Eitan of the M.O.S.S.A.D., and its subsequent acquisition by the Russian Mafia, the K.G.B., Saudi Arabia, and Osama bin Laden. Expose how modification and theft of P.R.O.M.I.S. has given rise to a wire-tapping system that has enabled our enemies to spy on us, buy our elections, assassinate our politicians, and cover-up their drug trafficking and their C.I.A. or mafia connections. Hold a House Un-American Activities -type commission regarding the theft of P.R.O.M.I.S., prosecution software and its illegal conversion into a tool of domestic surveillance. Investigate the Department of Defense, the C.I.A., the Department of Justice, Epstein and the Maxwells, and M.O.S.S.A.D. for their possible involvement in the P.R.O.M.I.S. cover-up.

  11. NO KINGS, AND NO DICTATORS
    Curb the out-of-control powers of the monarchical unitary executive, and its broad power to create a national security apparatus. Review Reagan’s Executive Order 12333 – which allows bulk data collection and sharing of intelligence – and other executive orders. Repeal or amend the National Security Act of 1947, which allowed for the uncontrolled expansion of the security state that operates under the office of the president.

  12. END THE FOREVER-WARS
    End entangling alliances. End pre-emptive military interventions, including in the Middle East, Africa, and the Ukraine. Dismantle the Military-Industrial Complex; by dismantling the C.I.A., and ending U.S.-led occupation and coups in foreign countries. Prevent wars by establishing a Department of Peace (by merging the Department of State with the Department of Defense / Department of War, and eliminating duties not essential to either defense or diplomacy), drastically reducing spending on offensive military purposes. Impeach the president if he or she orders military actions in violation of international law. Advocate for rapprochement with Russia and China. Advocate for nuclear disarmament. Reduce U.S. military spending, and use the savings to improve spending on education, health, social programs, and modernizing our infrastructure.

  13. END THE GAZA GENOCIDE
    Fight Israeli imperialist propaganda; by supporting bills to end the sale of offensive weapons of war to the State of Israel, opposing the Zionist occupation of Gaza and the West Bank, advocating for immediate negotiation and release of hostages, exposing the M.O.S.S.A.D. and its spying on the U.S., combating the spread of “Hasbara” propaganda which denies the ongoing genocide in Gaza, and demanding the repeal of legislation which prohibits companies from boycotting the State of Israel while serving as government contractors.

  14. END TORTURE BY POLICE AND THE C.I.A.
    Demand a federal investigation into the cover-up of torturous police interrogation and coerced confession in Chicago prisons which occurred in the 1970s and 1980s under the supervision of the late commander Jon Burge. Oppose any and all attempts to weaken or repeal the Anti-Torture Act, the War Crimes Act, and the Detainee Treatment Act, which prohibit “enhanced interrogation techniques” such as waterboarding. Support declassification of all files pertinent to M.K.-U.L.T.R.A., and any and all other C.I.A.-operated torture programs which resemble – or may have operated in connection with – that project (i.e., British Army L.S.D. Experiments, Project Chatter, Operation MK-DELTA, the Phoenix Project, the Montauk Project, Operation Midnight Express / Midnight Climax; MK-SEARCH, Project Bluebird, Project Artichoke, and/or Project MONARCH).

  15. “RESTORE RIGHT REGULATIONS” TO REFORM OUR CRIMINAL JUSTICE SYSTEM
    Decriminalize most drug offenses, legalize cannabis and industrial hemp, and advocate for the immediate suspension of enforcement of federal cannabis laws in those states where cannabis has been legalized or decriminalized. Treat drug abuse as a public health problem, not a criminal problem. Urge and allow federal and state government to ignore and nullify the 1960 Model Penal Code and the 1994 Contract with America, which gave us mandatory minimum sentencing guidelines, and “three strikes you’re out” laws, allowing the accused to be labeled as “super-predators”. Restore and protect the rights of exonerees, and of ex-offenders who have served their time in prison. Urge the City of Chicago – and all localities across the country – to continue to develop the “community policing boards model”. Urge Chicago – and other cities with large police departments and known corruption issues – to establish anti-corruption ombudsmen’s offices. Repeal the federal death penalty. End the U.S. police’s participation in joint U.S.-Israeli police training exercises under Unit 8200. De-militarize local police stations; get tanks and drones out of local police departments, and end local police departments’ cooperation in the 1040 Program that allows tanks and drones. Do not allow police departments to be turned into “fusion centers” for the federal government, or the Israeli M.O.S.S.A.D., or other national governments that may be spying on us through P.R.O.M.I.S. software and related technologies. Decrease the amount of money that the N.R.A. can contribute toward arming and training America’s police departments.

  16. ABOLISH I.C.E. AND END MILITARIZATION OF THE POLICE
    Abolish Immigration and Customs Enforcement and the Department of Homeland Security. Make it legal for state and local officials to arrest I.C.E. agents – and agents posing as I.C.E. – and to refuse to allow them onto state and local property. Enforce and strengthen the 1878 Posse Comitatus Act, and get tanks and armed drones out of the hands of local police departments. Support open borders approach to immigration policy, given that America had the same policy before the imposition of immigration policies in the late 19th and early 20th centuries. Oppose the construction of border walls, as they are violations of human rights, and a means of population control.

  17. END “WELFARE-TO-WORK”, PROTECT FOOD STAMPS, AND DEFEND LABOR
    Make the minimum wage a living wage of $15 per hour or greater. End “welfare-to-work” policies, by ceasing to require welfare recipients to immediately report new income which would disqualify them from continuing to receive welfare benefits before they can afford to stop. Continue to fully fund benefits provided under the Supplemental Nutrition Assistance Program, and fight federal efforts to cut-off states’ abilities to provide such benefits to their people. Consider proposals such as “Social Security for All”. Expose the fallacy of monetarism, neoliberal economics, and “supply-side economics”.

  18. FIGHT CORPORATE CONTROL, DE-REGULATION, AND PRIVATIZATION OF GOVERNMENT
    Reverse and end the privatization of the public estate; especially of elections, utilities, and the Securities and Exchange Commission. Defeat inverted totalitarianism and “lawfare” by corporations; by opposing U.S. participation in “investment court systems” that allow businesses to sue governments for “lost” future profits that they have not yet earned; through opposing any and all efforts to restore Trans-Pacific Partnership (T.P.P.) -style legislation, and through prohibiting foreign investors from pursuing “investor-state dispute settlements” against the U.S. government.

  19. OUTLAW GOVERNMENT PROPAGANDA
    Break-up the monopoly on American media which is currently held by just six major corporations. End the legalized propagandization of the American people, by repealing or amending the Smith-Mundt Modernization Act of 2012. Restore and expand the 1913 Gillett Amendment (a/k/a “public relations act”) which made it illegal for the office of the president to spend taxpayer funds in order to conduct public relations, including social media and marketing content. End corporate control over the media, and give it back to the people – and stop public broadcasters from editorializing – by using the F.C.C. to restore and enforce either the 1949 Fairness doctrine or the 1941 Mayflower doctrine. Release all files related to the C.I.A.’s Operation Mockingbird and Project Mockingbird. Expose the corrupt way that the current and recent administrations have used propaganda and false-flag events, and “shocks to the system” - like the Covid Pandemic, the 2008 credit crisis, the stock market crash following 9/11, and others – to justify imposing policies that take away our equal human rights, social justice, and opportunities. Expose how the two major parties hold power through “controlled opposition”, using wedge issues (like the right to abortion vs. the right to life, gun control vs. gun rights, Black Lives Matter vs. Blue Lives Matter, and social distancing vs. opening businesses).

  20. REFORM ELECTIONS AND ACHIEVE FAIR ELECTIONS
    I will write and speak, challenging the way that Citizens United v. F.E.C. – and other corrupting “reforms” – have led to the capture of our democracy by corporations. I will organize events to strategize for ways to overturn Citizens United, and to pass a constitutional amendment providing that corporations shall not enjoy the same rights as people, and that money (i.e., campaign donations) is not protected “speech”. Expose how corrupt people – like Roger Ailes, and David Bossie – colluded with Antonin Scalia and other Federalist Society judges, to push-through the Citizens United decision. Investigate and prosecute the Federalist Society and other so-called “conservative” think tanks for the state crime of using our public institutions - specifically the courts, the police, the military and intelligence agencies – to cover-up their crimes against democracy, by promoting de-regulation policies that benefit capitalists, corporations, and banks, and dismantle civil rights and environmental regulation as well as rights to affordable housing, honest government, ad fair trials, as well as freedom from exploitation in the workplace. Expose Antony Fisher, and former C.I.A. Director William Casey, for funding Iran-Contra, orchestrating dirty wars in Chile, and taking-over A.B.C. through Capital Cities, using his position as head of the S.E.C. and co-founder of the Club for Growth and Manhattan Institute and American Spectator Foundation. Expose the Manhattan Institute, the American Spectator Foundation, and other right-wing think tanks have been the leading funders and publishers of fraudulent scientists who perpetrate denial of climate change, denial of racial profiling and other racist policies, and denial of the capture of certain politicians by billionaires, Wall Street cartels, and the Federal Reserve Bank. Expose Rahm Emanuel and Chuck Schumer for lobbying Congress (after the Citizens United decision) to convince Congress not to require the N.R.A. to reveal its contributions, because of how much money the N.R.A. gives toward training and arming our police departments. Expand ballot access; by making the number of signatures required to get on the ballot the same for all candidates - regardless of party affiliation or independent or write-in status - in all districts nationwide.

  21. “RESTORE RIGHT REGULATIONS” TO PROTECT VOTING RIGHTS AND THE ENVIRONMENT
    I will speak out against the climate change denier cartel that currently has bought almost all the current political candidates in the other three parties. Fully enforce the Voting Rights Act of 1965; and environmental regulations such as the Clean Air Act of 1963, the National Environmental Policy Act of 1969, and the Clean Water Act of 1972. Support Green Party programs like a “Green New Deal”, or a similar major federal initiative to support clean energy, sustainable transportation, and other strategies to combat global climate change. Support a ban on fracking, and a ban on new oil pipelines. Eliminate fossil fuel subsidies, and phase-out nuclear power. Accomplish this by providing incentives to consumers and businesses to move towards renewable energy solutions, to guarantee that we do not raise temperature anymore. We must make this a priority now, and the economy will follow Expose and remove the hidden propaganda campaigns that have been preventing these policies from getting approved in Congress or the Senate. Support a moratorium on the introduction of new genetically modified organisms until their effects have been adequately studied and safe use demonstrated; informing consumers about GMOs in food products.

  22. PROTECT MEDICAL FREEDOM AND PRIVACY
    Investigate, expose, and impeach Republicans who have used misinformation to undermine progressive health policies. De-privatize Obamacare, and keep the public option; while transitioning to a publicly-funded, universal single-payer universal health care system such as Medicare for All. Enforce and strengthen the Health Insurance Portability and Affordability Act (H.I.P.A.A.) in order to protect medical privacy and the right not to get a vaccine. Explore all options available to end the virtual monopoly over medicine which is currently held by United Healthcare. Open a Church Committee -style commission regarding the Covid death protocols and the possible crimes of Anthony Fauci.

  23. PROTECT REPRODUCTIVE RIGHTS AND ACHIEVE EQUALITY OF THE SEXES
    Support the legal right to choose abortion, and maintain federal funding for Planned Parenthood. Advocate for the overturning of Dobbs v. Jackson Women's Health Organization, and the restoration of Roe v. Wade; or else pass a National Reproductive Rights Act which would affirm that health and family planning privacy are rights protected by the Fourth Amendment. End discrimination on the basis of sex; by pressuring the president to affirm that the Equal Rights Amendment was already properly ratified, and pressure the president to sign the E.R.A.. Support equal rights and opportunities for all, regardless of racial or national identity, color, sex, religion, sexual orientation, gender identity, or expression.

  24. REFORM SOCIAL SECURITY AND EDUCATION
    Continue to fully fund the U.S. Department of Education, and oppose all attempts to abolish it. Expand access to Supplemental Security Income (S.S.I.) benefits, and consider “Social Security for All” -type proposals. Pass a Universal Basic Income -type program which provides no less than $10,000 per person per year. Cancel or retire student debt – and provide tuition-free higher education at public colleges and universities – as a way to stimulate the U.S. economy. Support free online schools, and free college education as a right for students of all ages as well as teachers.

  25. REFORM TAXES AND MONETARY POLICY, AND SOLVE THE NATIONAL DEBT CRISIS
    Repeal regressive property taxes which harm the poor more than they inconvenience the rich. Enforce progressive income taxes on our wealthiest citizens, increase the top marginal tax rate, and increase taxes on corporate profits. Expose the fascist banking conspiracy and the cabal of money capitalists for stealing trillions of dollars from the American public through the privatization of our central bank. Audit the Federal Reserve System (fully and annually), until such time as the Federal Reserve Act can be repealed, and then abolish the Federal Reserve. Replace fractional reserve banking with full-reserve banking. Create a public banking system, thereby restoring control over monetary policy to the people, through the Congress. Issue a new currency that is debt-free and interest-free.
